People can't focus on reading because there's nothing to read or no goal to read for. Otherwise they will all be complaining about not having time to read instead. Those do difficult math homework for the sake of (unadmitted) prestige don't tend to do it as much as those truly want and need it. People who make reading their hobby and identity should already know better to extract what they want from the books quickly - it's not like there will be some great things that would reveal themselves in some unexpected ways as they keep slogging through the texts passively.
