From Tuoi Tre News: About 1mn people go out every day despite travel restrictions in Ho Chi Minh City

It's unclear from this article how many of these people have a legitimate reason to go out.  (After all, we need people to work in grocery stores, delivery services, hospitals, etc.) But from the article, it seems like at least some people are breaking the rules.
Traffic police officers in Ho Chi Minh City handled 14,280 violations of social distancing rules under the prime minister’s Directive No. 16 from June 1 to August 13, collecting a total fine of about VND30 billion (US$1.3 million), according to the city’s Road and Railway Traffic Police Unit.
Some 570 cases were fined more than VND1 billion ($43,800) for failing to wear a face mask in public.

This jives with my own anecdotal observations as well.  On the rare occasions when I go out of the apartment to buy essentials, I see some people really taking care to follow the rules, and some people being careless and ignoring the rules.  I think this has been the case with every country on earth that's dealt with the Covid outbreak.  In every country, some people get really worried about it, and some people have a blase attitude towards this pandemic.  Just different personality types.  And it's really difficult to get complete control over a large population.
